Protecting Homeowners from Predatory NTRAPS

Senate Bill 228, passed May 9th, 2023, is designed to protect the property rights of Alabama homeowners from predatory agreements known as Non-Title Record Agreements for Personal Service (NTRAPS). NTRAPS prey on homeowners by offering cash incentives in exchange for exclusive rights to sell their property. These agreements can be in effect for decades and may even carry on to future owners. This bill prohibits the continued use of these predatory practices by rendering unfair dealings unenforceable and providing statutory fines for violations.
